BCI has a governing body which makes key decisions to determine the future directions and monitory investments to reach its strategic ambitions. The Governing Council which includes regulatory and facilitative agencies, the Ministry of Education, and the University Grants Commission (UGC) of Sri Lanka ensures the financial sustainability and delegates the operational running of the institute.
His Eminence Malcolm Cardinal Ranjith, the Archbishop of Colombo is the founder and first Chancellor of the BCI Campus.

His Eminence Malcolm Cardinal Ranjith had his higher education at the Pontifical Urban University (Rome), the Pontifical Biblical Institute (Rome) and the Hebrew University of Jerusalem. His Eminence is a polyglot who is fluent in the languages of Sinhala, English, Tamil, German, French, Italian, Spanish, Indonesian-Bhasha, Greek, Latin and Hebrew. His Eminence was awarded the Thomas Aquinas Medallion in the field of religious education by Thomas Aquinas College, California, USA (2007) and the seventh International Award “Giuseppe Sciacca” by the President of the Republic of Italy for achievements in the cultural field (2008). His Eminence Malcolm Cardinal Ranjith has also served in the Council of the University of Sabaragamuwa, Sri Lanka.
Reverend Father Mervyn Expeditus Jayakody was ordained a priest for the Archdiocese of Colombo, Sri Lanka, in the year 1989.
He obtained the Baccalaureate in Philosophy and Theology from the Pontifical Urbaniana University, Rome and has earned a Licentiate in Dogmatic Theology from the Pontifical University of Santa Croce, Rome.
He holds Diplomas in Priestly Formation and Training from Varasse (Italy), Kent (London) and Thailand. In 1994 he joined the St. Joseph Vaz Deva Dharma Nikethanaya of the Archdiocese of Colombo, affiliated to the Pontifical Urbaniana University, Rome, as a member of the Academic Staff. Father Jayakody is also a distinguished Member of the Council of Priests of the Archdiocese of Colombo from the year 2017.
His rich Pastoral Experience dates back from 1989 to 1997 in different Parishes of the Archdiocese of Colombo and served as a Fidei Donum Priest to the Diocese of Kandy for one year. He accepted the position as the Spiritual Director of the Propaedeutic Seminary, Kalutara in the year 2000 and subsequently was appointed Rector of the same Seminary in 2001. In the year 2011 he was appointed as the Dean of the Department of Theology and Professor of Dogmatic Theology at the National Seminary of Our Lady of Lanka, Ampitiya, Kandy and in the year 2016, Fr. Jayakody was appointed by the Catholic Bishops Conference in Sri Lanka as the Rector of the National Seminary of Our Lady of Lanka, Ampitiya, Kandy (Affiliated to the Pontifical Urbaniana University, Rome). In the year 2023 he was appointed the Rector of the Saint Joseph Vaz Deva Dharma Nikethanaya of the Archdiocese of Colombo.

He is the Director and Chairman of the Board of Management of Postgraduate Institute of Management (PIM), University of Sri Jayewardenepura. He is a Past President of the Chartered Institute of Personnel Management (CIPM), Sri Lanka, and was a Vice President of the Asia Pacific Federation of Human Resource Management (APFHRM).
He is an Adjunct Professor at Price College of Business, University of Oklahoma. He is also the editor of the pioneering Sri Lankan Journal of Management (SLJM). Being a Commonwealth AMDISA Doctoral Fellow Fulbright Postdoctoral Fellow, and a Commonwealth Postdoctoral Fellow, he is also an independent director of several boards and serves in several governing councils. He carries three decades of private and public sector experience including Unilever and Nestle, with consultancy engagements in Asia, Africa and the Middle East.

Dr W Hilary E Silva is a well-known Accounting & Finance academic having over 33 years of experience in the University sector in Sri Lanka and abroad. He has served as a senior lecturer, Head of Department and as the Dean in the Faculty of Management Studies and Commerce at the University of Sri Jayewardenepura.

He was the former Director General of Sri Lanka Institute of Advanced Technological Education (SLIATE) which is under the Ministry of Higher Education. Dr Silva is currently heading the School of Business at SLT Campus.
Having obtained a PhD in Management Accounting (La Trobe University, Australia) and MA in Accounting and Finance (Lancaster University, UK). Dr Silva has been a lecturer at Deakin University, La Trobe University, Victoria University and Melbourne Institute of Technology in Australia. He has been actively involved in the developing the Curriculum of many Post Graduate and Bachelor’s Degree Programs for State Universities and private institutes in Sri Lanka.
Rev. Fr. Lalith Patrick Perera was ordained a priest on September 21, 1992. He holds a Bachelor of Philosophy and a Bachelor of Theology from the Pontifical Urban University in Rome.
Fr. Lalith has served the Church in various capacities, including as Assistant Priest in Kotahena and St. Lawrence’s Church, Wellawatta. He has also been Parish Priest in several parishes, including Battaramulla, Pannipitiya, Kadalana, and Dalugama, and served as Administrator of St. Anthony’s Shrine.
Currently, Fr. Lalith serves as the Procurator General of the Archdiocese of Colombo and is an esteemed member of the Archdiocesan Administrative Council, contributing his expertise to the governance and development of the Archdiocese.
Rev. Fr. Ivan Perera is one of the Senior Members of the BCI Governing Council. He has served as the Episcopal Vicar for regions of Negombo and Colombo South and oversees Special Projects in the Archdioceses. As a young priest he offered his services as a youth chaplain.

For many years he has served as the Director of Education in the Archdiocese and the General Manager of Catholic Private Schools in the Western Province. In the year 1999, the Catholic Bishops’ Conference of Sri Lanka appointed him to serve as the National Director of Catholic Education in Sri Lanka. He served in that position for 21 long years. Rev Fr Perera was a member of the Council of the University of Sri Jayewardenepura and currently serves at the University of Colombo in the same capacity.
Having obtained a B.Th. (Rome) and Post Graduate Diploma in Adult Education and Social Development (Canada), Rev Fr. Perera has read for a M.A. in Comparative Religion at the University of Peradeniya.
Rev. Fr. Gemunu Dias Jayewardene was ordained priest in 1998. He has worked in different capacities both in parishes and educational institutions of the Archdiocese of Colombo. Since 2000, Fr Dias Jayewardene served in the Archdiocese, taking up enormous responsibilities in the field of education.

Having served in several schools, he was appointed as the Vice Rector of St. Joseph’s College, Colombo 10 (2011-2014) and then promoted to be the Rector of St. Joseph’s College, Wattala (2014-2017). Then he served as the Deputy Director of Education & Deputy General Manager of Catholic Private Schools in the Western Province of Sri Lanka.
In 2020 he was promoted as the Manager of Catholic Private Schools. Currently he is both the Archdiocesan and the National Director of Catholic Education.

He is also a member of Certified Institute of Management Accountants, Sri Lanka and a member of Certified Institute Professional Managers of Sri Lanka.
Mr. Fernando had Executive Education at Harvard Business School, The Wharton School – University of Pennsylvania, National University of Singapore and AOTS, Japan.

He is engaged in extensive practice in the legal spheres of Company Law, Labour disputes, Industrial Law, Property Law, Commercial Law, Corporate Law, Intellectual Property Law, Finance Law, Administrative Law, Insurance Law, Commercial Agreements, Law of Banking and Public Law, with special emphasis on Commercial Arbitration and money recovery litigation.
He is presently a Member of the Bar Council of Sri Lanka and the Chairman of the Ethics Committee of the Bar Association of Sri Lanka. He is also the Chairman of a Disciplinary Committee appointed by the Chief Justice for the purpose of holding Inquiries into the conduct of Attorneys at Law
He is a Legal Advisor to the Catholic Bishops’ Conference as well as a member of the Finance Committee of the Archdiocese of Colombo headed by His Eminence Malcolm Cardinal Ranjith. He is also the personal Legal Advisor to His Eminence.

In addition to engagement in corporate management areas, Mr. Eardley Perera has over 20 years of lecturing and training experience on professional management courses and the MBA programme of the Postgraduate Institute of Management (PIM) and University of Sri Jayewardenepura. He has served the PIM as a Member of the Board of Study for the past several years. In 1998 he was awarded the highest recognition of the Chartered Institute of Marketing, UK – “The Institute Medal”, for his contribution to the development of marketing education and management in Sri Lanka.
Mr. Perera was also the Founder Chairman of the CIM Sri Lanka Branch of the Chartered Institute of Marketing, UK., (1995) and Founder Member and Past President of the Sri Lanka Institute of Marketing (1987-88). He is a graduate and a senior member of the Chartered Institute of Marketing, UK., and has had extensive Management training through courses followed in the Netherlands, India, UK, Sweden, South Korea, and Singapore.
